[ClangTidy] Add UsingInserter and NamespaceAliaser
Summary: This adds helper classes to add using declaractions and namespace aliases to function bodies. These help making function calls to deeply nested functions concise (e.g. when calling helpers in a refactoring) Patch by Julian Bangert!
