2014-05-15	Remove all of the NEED_SHORT_EXTERNAL_NAMES stuff. There is scant ↵	dcommander
	information available as to which linkers ever had a 15-character global symbol name limit. They were annoying in the libjpeg code primarily because they were not consistently used and because they were used to format as well as indent the code. 2011-03-04	Tile generation did not work with TJXFORM_HFLIP, because the underlying ↵	dcommander
	transform code was using an in-place algorithm, which modified the source coefficients after the first tile was generated.
