cl: Add vector conversion tests.
Adds tests for scalar to vector conversions as well as float -> int, char -> int, and int -> char. Also adds tests for IEEE rounding modes (user-specified and default). Reviewed-by: Tom Stellard <thomas.stellard@amd.com>
