kselftest: update skiplist for hikey and juno-r2 as a part of upgrade 4.15
Linux version 4.15 is been tested on arm64 devices Hikey and Juno and
running default-in-kernel test cases with out skipfile shows the
current failures.
The failures have been identified and added to skiplist.
Jobs tested on Juno and Hikey.
