test: miscellaneous: add dynamic worker tester
`odp_dyn_workers` is a simple dynamic worker tester and can be used to
verify ability of an implementation to dynamically add and remove workers
from one ODP application to another. Acts as a frontend and forks ODP
applications based on configuration.
