Revert "ARM: defconfig: workaround of RCU STALL"tracking-hilt-highres-0829
This reverts commit be05f233a77436523af592934a3ff5b3984027c3.
clock inaccurate issue is solved by commit ecc380b54
RCU issue should be solved as well
