[mlir][spirv] Define spv.IAddCarry
Based on `spv.ISubBorrow` from D127909. Also resolved some clang-tidy warnings. Reviewed By: antiagainst, ThomasRaoux Differential Revision: https://reviews.llvm.org/D131281
