Makefile.in (.po.gmo): Use mkinstalldirs, not test -d || mkdir.
libcpp/
* Makefile.in (.po.gmo): Use mkinstalldirs, not test -d || mkdir.
(.po.pox): Likewise.
(po/$(PACKAGE).pot): Likewise.
gcc/
