Allow --set buildconfig=bootstrap for consistency with other bootstrap configs.
Currently, passing --set buildconfig=bootstrap fails with bootstrap.mk: no such file or directory
because configure is passed --with-build-config=bootstrap, and there's no bootstrap.mk.
This patch disables passing --with-build-config to configure, if bootstrap is passed as value
for buildconfig.
