build.config.hikey & build.config.hikey960: add settings to build boot.img togetherandroid-hikey-linaro-4.14-pmwg-20200428-063049-eca3a1de7615

BUILD_BOOT_IMG is not set by default to avoid build errors when ramdisk.img has not been prepared yet.

Instructions:
    $ repo init -u https://android.googlesource.com/kernel/manifest -b hikey-linaro-android-4.14
    $ repo sync
    $ mkdir -p out/hikey960-4.14/dist/
    $ # please download the ramdisk.img from browser manualy if the following wget command does not work
    $ wget https://ci.android.com/builds/submitted/6253847/hikey960-userdebug/latest/ramdisk.img -O out/hikey960-4.14/dist/ramdisk.img
    $ BUILD_BOOT_IMG=true OUT_DIR=out/hikey960-4.14 BUILD_CONFIG=hikey-linaro/build.config.hikey960 ./build/build.sh
    $ fastboot flash boot out/hikey960-4.14/dist/boot.img

Test: boot tested with ramdisk.img from aosp-master-throttled-copped@6253847
      with instructions here:
      https://source.android.com/setup/build/building-kernels
