fix(interrupts): dont enable virtual maintenance interrupts
SPMC enables the following virtual maintenance interrupts by default
for each Secure Partition:
> MANAGED_EXIT_INTERRUPT_ID
> NOTIFICATION_PENDING_INTERRUPT_INTID
Hence, no need to send a request to SPs to enable them.
