* runtest.exp: Enable --status by default.
(runtest): Set exit status to 2 if there is any error sourcing
the Tcl scripts.
* lib/framework.exp (unknown): Likewise, set exit status to 2.
* doc/runtest.1: Clarify exit status codes.
* NEWS: Update.
