LINARO: CI: add config seeds and scripts for using them
debian.linaro/ci/scripts/genconfigs creates config files from seeds
debian.linaro/ci/scripts/genseeds creates seeds from config files
Not sure of utility of these yet. However they have been tested
to make sure seeds to config and back to seeds round trip
works.
