iplink_rmnet: Allow passing IFLA_RMNET_FLAGS
Parse and pass IFLA_RMNET_FLAGS to the kernel, to allow changing the flags from the default of ingress-aggregate only. Signed-off-by: Bjorn Andersson <bjorn.andersson@linaro.org>
