api: increment ODP API version to 1.37.0.0v1.37.0.0
Increment API version number to reflect the following changes:
Backward incompatible:
- cls: deprecate odp_cos_with_l3_qos() function
Backward compatible:
- cls: add new PMR term ODP_PMR_IP_DSCP
- cls: add new PMR term ODP_PMR_VLAN_PCP_0
- cls: clarify ODP_PMR_ETHTYPE_0, ODP_PMR_VLAN_ID_0, and ODP_PMR_VLAN_ID_X
PMR term specifications
- cls: remove unused odp_cos_hdr_flow_fields_t enumeration
- sched: add new odp_schedule_order_wait() function
Implementation:
- pktio: add new experimental AF_XDP socket based packet IO device
