generic locations, so that they can be reused by implementations.

This is about making the current structure clearer so that other
interfaces can be added to ODP:
The ODP API specification (platform agnostic) is moved from
include/odp/api to include/odp/api/spec.
The ODP API platform definition (for linux generic) is moved from
platform/linux-generic/include/odp to
platform/linux-generic/include/odp/api
Include statements are adjusted accordinaly.
This patch has been done by a script which is given with the cover-letter
of this patch series.

Added maximum thread count define to enable static memory allocation.
The API call returns dynamic maximum. Static and dynamic may be different
application is build for binary compatibility.

Maximum thread count is needed for preparation to remove
ODP_CONFIG_MAX_THREADS. It can be used e.g. to allocate
resources per thread ID. Thread IDs range from 0 to
count_max - 1.

Two thread types are defined: worker and control threads. API calls from
a worker thread should be throughput and latency optimized, while the
second one is not so sensitive to call overheads and latency.

Move generic API into an api directory.
Force the platform implementation to add its own header file that shall
include the generic API header file.
This splitup enables platform implementors to implement inline functions
without modifying the "public" API files.
