OMAP4460: do not enable OPPNTSB supporttracking-tilt-3.4-llt-20121016.0tracking-tilt-3.4-llt-20120921.0linux-release-2012-09android-release-2012-09
We are missing some pieces (proper OPP definition, ABB and AVS tunings)

So do not enable this OPP, even if silicon claims it can support it,
but fallback to regular 1.2GHz OPPNT.
