Platform/RPi: Move away from AcpiPlatformDxe for loading ACPI tables
Move away from AcpiPlatformDxe for loading ACPI tables. Instead, use
ConfigDxe. This will allow selective loading/patching to enable
different SBBR/EBBR profiles.
