Exiting motherboard cofiguration has alloted 19MB for kernel image
storage in flash memory. However, recent kernel builds with default
configuration generate images that exceeds 19MB.
This patch increases the kernel image storage size to 24MB by
shrinking the storage space for ramdisk.img. So ramdisk.img is
now programmed from 0x01D00000 instead of 0x01800000

Register F4 was set to trigger Juno R1 to boot from the big (A57) core.
Removing the register setting will mean the board will boot from the
little (A53) core by default.
R0 and R2 already boot from the little cores.

The previous ARM-TF update didn't have OP-TEE enabled, an artifact of
the build script rework for 16.09.
This patch updated the ARM-TF binaries to include an OPTEE enabled
version.
